TMS Pro - New Feature: No Load Driver Settlement

User Issue:

Users would like to be able to create a driver settlement for work done that does not require a load to be selected.  

Solution:

Users now can go to the driver settlements and create a settlement with no loads on it.  It's a two step process: 1. Create a settlement for the date range and save it  2. Click on Add Additional Pay and enter the amount that you want to pay.  It will create a settlement for the driver without any loads on it.
