TMS - Added better descriptions to maintenance logs

User Issue:

When viewing the Quarterly Maintenance Report there is no description so it has difficult to tell what work was done at that time.  It is also harder to stay compliant without have the right information on the report.

Solution:

We added a short description field on the maintenance logs so that it could be used on the Quarterly Report.  Now it is easier to keep all of your maintenance records consistent and on track.
