ELD - Adjusted the HOS Recap timer (v61)

The HOS Recap timer on the dashboard of the mobile app was updated everyday at midnight when the new recap is calculated.  When the 34 reset happened, then it would not update until midnight. 

Users requested that it should update in real time as soon as the 34 hr reset is completed.   

Now the timer will update to the maximum value in real time as soon as the 34 hr reset is completed.

Also there was a small bug fix for editing time for the most recent log event.
