Need to be able to hide the rates from the dispatch team, as they do not need to know what the company's financial state is.

  Usually the dispatchers are the ones booking the loads.  I'm not sure how we would hide that.  What functionality would the dispatchers need if they can't see the rates?  or do you mean reports?  Maybe we could hide the reports unless they are an admin?
