non driver pay settlements

I want a way to pay non-drivers a % or set amount of the load. If I have the dispatcher as a "co-driver" it won't let me attache fuel purchases to the load. I have to put fuel purchases in the settlement. 

Neeed a way to pay those that are not a driver
