Bulk Fuel

There needs to be an ability to handle bulk fuel inventory. We could set it up as a personal fuel station but often we have fuel delivered and begin to use it before there is an invoice for it. We have no way of knowing within the system where we are within those fuel purchases and a way to do cost averaging if we fill the bulk tanks before they are empty.
